19th FBA-NA INTERCITY BASKETBALL TOURNAMENT  AUGUST 8-9, 2026

RULES AND REGULATIONS

ALL PARTICIPANTS MUST ADHERE TO THE FOLLOWING RULES AND REGULATIONS

 

 

ARTICLE 1 - PLAYERS ELIGIBILITY/ROSTER

Section 1.01          ALL PARTICIPANTS MUST BE ACCREDITED BY THE FBANA ACCREDITATION COMMITTEE.

Section 1.02          All participants must be listed on the official game scoresheet. If any players are not listed on the scoresheet, they will be deemed ineligible to play

Section 1.03          If a Player listed on the Scoresheet did not play during the Preliminary Round (Saturday Games) are still considered eligible to play during the Elimination Round (Sunday Games)

Section 1.04          DIVISIONS:

 

  1. U9 (COED)                     BORN 2017 AND YOUNGER

  2. U10 (COED)                   BORN 2016 AND YOUNGER

  3. U11 (COED)                   BORN 2015 AND YOUNGER

  4. U12                                 BORN 2014 AND YOUNGER

  5. U13                                 BORN 2013 AND YOUNGER

  6. U14                                 BORN 2012 AND YOUNGER

  7. U15                                 BORN 2011 AND YOUNGER

  8. U16                                 BORN 2010 AND YOUNGER

  9. U19                                 BORN 2007 AND YOUNGER

  10. COLLEGIATE                  BORN 2003 AND YOUNGER

  11. 6FT AND UNDER           NO AGE LIMIT

  12. MENS OPEN                  NO AGE LIMIT

  13. U14 (GIRLS)                   BORN 2012 AND YOUNGER

  14. U16 (GIRLS)                   BORN 2010 AND YOUNGER

  15. LADIES OPEN                NO AGE LIMIT

  16. SENIORS                         BORN 1996 AND OLDER

  17. MASTERS                       BORN 1986 AND OLDER

  18. GRAND MASTERS        BORN 1976 AND OLDER

 

Section 1.05          2012, 2013, 2014, 2015, 2016, u12 Girls, u14  Girls, u16 Girls  and Ladies Open – A Roster can comprise of Players of All Nationalities to participate

Section 1.06          Boys u15, Boys u16, Boys u19, 6ft and Under  – A Maximum of 2 Non-Filipino Players per team but only 2 Non-Filipino players can play at the same time throughout the game

 

Section 1.07           Seniors, Masters and Grand Masters – All Participants must be filipino decent either by blood or by birth.

Section 1.08           Female Players are allowed to play a year down if desired is born 2014 and younger

Section 1.09          Players are allowed to play two divisions (Double Dipping) but player must fall within the required age and Same organization. For example a player born in 2015 can play in an older division but cannot play in a younger division.  

 

                                                         

ARTICLE 11 - UNIFORM:

 

SECTION 2.01       All teams preferrably have a home and away uniform (one dark/one light). All players must wear the same team uniform and with jersey number. Player’s jersey number must be the same number listed on the official scoresheet. No sharing of jersey is permitted during the game.

SECTION 2.02       Any object/s that may cause harm, injury or give a competitive advantage are not permitted.

 

ARTICLE lll         TOURNAMENT FORMAT

 

SECTION 3.01       All teams will play two (2) games in the Preliminary Round on Saturday.

 

SECTION 3.02       Elimination bracket seeding will be based on the number of wins and losses and Point Differential with the Maximum of 20 points

 

SECTION 3.03       PRELIMINARY ROUND TEAM STANDING TIE BREAKER, should there’ll be teams that have identical Preliminary round record, the following tie breaker rules will be applied to determine the ranking.

  1. HEAD TO HEAD. In case the two (2) tied teams played each other in the preliminary round.

  2. The team with the greater POINT DIFFERENTIAL will be seeded higher.

  3. The team with fewer POINTS AGAINST will be seeded higher

 

ARTICLE lV GAME RULES

SECTION 4.01       FIBA BASKETBALL RULES APPLIES

SECTION 4.02       A team must have a minimum five (5) players to start the game. If a team has fewer than five (5) after the three (3) minutes warm up interval before the start of the game,

a forfeit will be declared. A plus (+) 20 points score will be awarded to the winning team, minus (-) 20 points for the losing team.

 

SECTION 4.03       Each game has three (3) minutes warm up and three (3) minutes half time.

SECTION 4.04       Each team is awarded two (2) timeouts per half, each consisting of thirty (30) seconds.

Unused timeout(s) cannot be carried over to the second half or overtime period.

SECTION 4.05       Each game consists of two (2), Sixteen (16) minutes stop time halves.

SECTION 4.06    All games are PLAYED STOP TIME and the last two (2) minutes  of second half. During the last 2 minutes of the game, (second half or any extra period), the game clock STOP on every made basket, fouls and timeout. Within the last two minutes If a team is ahead by 15  points it will be at Running time

 

SECTION 4.06       Team Fouls is 8 team fouls each half with exception in the last 2 minutes of the second half where teams will shoot penalty on the 8th team foul or after the 2nd team foul committed during this time period.

 

SECTION 4.07       During the last 2 minutes of the game, (second half or extra period), A TEAM GRANTED A TIMEOUT FOLLOWING A MADE BASKET AND BEFORE THE BALL HAS GONE LIVE AND WILL BE AWARDED THE SUBSEQUENT THROW-IN IN THE FRONT COURT OPPOSITE THE SCORE TABLE.

SECTION 4.08       IF A TIMEOUT IS GRANTED AFTER THE BALL HAS GONE LIVE IN THE BACKCOURT, THE TEAM WILL NOT PROVIDE AN OPTION TO ADVANCE THE BALL.

SECTION 4.09       OVERTIME PERIOD:

  1. A two (2) minute STOP TIME will be awarded.

  2. Only one (1) 30 second timeout per team will be allowed in the first overtime.

  3. If after the first overtime period and the game is still tied, a SUDDEN DEATH will be played.

  4. “SUDDEN DEATH” overtime means the team that scores first is declared the WINNER. Sudden Death applies to Saturday Games Only.  There is no sudden death in the Sunday elimination round. Overtime will be continuous until a winner declared. 

  5. NO TIMEOUT is awarded during the sudden death overtime period.

 

 

 SECTION 4.10       BASKETBALL SIZES:

  1. SIZE 27.5 (5) for U9, U10, U11 and U12. 

  2. SIZE 28.5 (6) for 13u, and ALL FEMALE Divisions.

  3. Size 29.5 (7) for 14u, 15U, 16U, 18U, 20U, 6’ UNDER, MENS OPEN,  SENIORS, MASTERS DIVISION AND GRAND MASTERS DIVISIONS

            

SECTION 4.11     Dropback rule is applied for 10u, 11u, 12u, 13u and 14u. If a team is up by 20 points or more the team must fall back to half court defense. If a team violates a warning will be issued and if violated again a technical will be rewarded to the opposing team.

 

 

ARTICLE V      AGE SPECIFIC RULES

                   U9 to U12

SECTION 5.01       The Fair Play Rule will be in effect for the FIRST HALF of Each Game. Second half will be open substitution

SECTION 5.02       There will be 4 shifting periods in the first half with each period being 4 minutes in length.

SECTION 5.03       Shifts 2 to 4 will start in the direction of the possession arrow and the inbound will take place from the centre line opposite of the Scorer’s table

SECTION 5.04       Minimum Shifts per player

SECTION 5.05     Teams must play Half Court Defense during the shifting period (1st Half).  No full court pressure allowed.

SECTION 5.06     Second half all defense applies. Full Court pressure is allowed.

SECTION 5.07     If a team is up by 20 points or more the team must fall back to half court defense. If a team violates a warning will be issued and if violated again a technical will be rewarded to the opposing team.

 

ARTICLE VI     TECHNICAL FOULS / EJECTIONS / PROTEST

SECTION 6.01       TECHNICAL FOULS AND EJECTION

 

  1. Any player(s) who receives two (2) technical fouls in the same game is automatically ejected from the game and he/she should leave the bench area.

  2. Any player(s) who is ejected from a game will automatically suspended for the next scheduled games.

  3. ZERO TOLERANCE FOR FIGHTING; Player(s), Coach(es) involved in a fight, racial slurs, harassment and verbal abuse against player(s), coaches, staff, officials, volunteers, and spectators will not be tolerated and will result in an automatic suspension for the remainder of the tournament.

SECTION 6.02       PROTEST:

1.     Official’s decisions are FINAL and cannot be overturned. No protest request are allowed on official’s call.

Photography and Videography Consent

I, the undersigned, hereby grant the Filipino Basketball Association of North America (FBANA) and its authorized representatives the right to:

  • Photograph and/or video record me or my child during FBANA events and activities.

  • Use, reproduce, publish, and distribute these images and videos, in whole or in part, in any format, without compensation.

  • Use such media in promotional materials, including social media, websites, newsletters, press releases, flyers, and other marketing or educational materials.

I understand that:

  • These images and recordings will be used solely to promote FBANA’s programs and events.

  • My name or my child’s name may or may not be used in association with these materials.

  • I may withdraw consent at any time by contacting FBANA in writing, but that previously published materials will not be affected.
